Patch to create net-p2p/recyclarr port

A command-line application that will automatically synchronize recommended
settings from the TRaSH guides to your Sonarr/Radarr instances.

No issues reported by portlint -A

The port builds properly using poudriere on 13-5-RELEASE-p2.

The produced binary was tested on my server and works as expected.
