I don't know why FFMpeg 7 never made it to FreeBSD, usually availability and
motivation on the right person are what's crucial, and if you look at the
pushback that an attempt to upgrade sees (including yours), volunteers may not
be readily available that will want to push this again and again.

Regarding churn, yes, that may be an issue, especially given the short
deprecation period - but that's not too unusual if you have a fast-paced
project you derive from, then you need to update frequently to follow suit --
and in the FreeBSD ports context, we have a few strong opponents to removing
outdated ports.

So given that FFmpeg is moving forward and staying behind usually is unwise
from a security point of view (there may be limited cases where skilled people
are actually in a situation to decide that a certain security issue in older
code, say FFmpeg 6, wouldn't affect their use case and other use cases are
ruled out by design of how the older vulnerable unfixed version would be used
-- but the average port or especially pkg user won't have sufficient skills to
assess that, and also shouldn't have to.)
