[Bug 288963] lang/swift510: repl not available?

In the current version of lang/swift510 the REPL is disabled because there was
insufficient demand for it. Enabling it was going to be extra work and would
increase the build time. My primary use for that port is building newer
versions of the Swift compiler so the REPL isn't something I personally need.

There is no easy way to enable the REPL without extra patches. I'll enable it
in a future revision of the port because now there is at least one person
interested in it.
