Fix RUN_DEPENDS for mail/opensmtpd-extras

Hello,

Since OpenSMTPD version 7.6, opensmtpd-extras has been deprecated.

With OpenSMTPD 7.6 the table protocol was changed, and existing tables have
been split off into a different repository. Users should upgrade to the
appropriate table implementation."

Proposed fix:

The attached patch updates the FreeBSD port accordingly by adding an upper
version limit to RUN_DEPENDS
