Packages are not being fetched with poudriere-devel

poudriere-devel-3.4.99.20250115
 This version works and fetches the packages correctly.

poudriere-devel-3.4.99.20250724
 When switching to this version, it gives the error:
 Package fetch: Failed to fetch package repository
 And does not fetch the package.
 However, a preceding pkg update works fine.

 Switching back to 3.4.99.20250115 works as expected.

Configuration:
 PACKAGE_FETCH_BRANCH=latest
 PACKAGE_FETCH_URL=pkg+http://pkg.FreeBSD.org/\${ABI}

System:
 FreeBSD Version: 14.3-RELEASE-p2 (GENERIC amd64)
 Working poudriere version: 3.4.99.20250115
 Broken poudriere version: 3.4.99.20250724
