Patch to update java/apache-commons-cli to 1.10.0

Here are the updates to the port

1. Updated the port version from the current 1.9.0 to 1.10.0

2. Update the port to replace %%JAVAJARDIR%% with share/java/classes where the
jar file will reside

3. Added LICENSE_FILE location

Ran on both 14.2 and 14.3

We can ignore the rest of the portlint warnings since they are not applicable
here.
