remove USES=pkgconfig, small cleanup

USES=pkgconfig is unnecessary when graphics/{plutosvg,plutovg} provide CMake
modules.

* add missing libplutovg.so to PLUTOSVG_LIB_DEPENDS
* remove obsolete PLUTOSVG_CFLAGS
* use EXTRACT_AFTER_ARGS to exclude the external directory instead of deleting
  it after extraction
* pet portclippy(1) and portfmt(1)


Tested build with consumers on amd64 14.3-RELEASE:

emulators/pcsx2
net/freerdp3

Also playtested with emulators/pcsx2.
