switch to CMake

* switch to CMake, which provides CMake modules for consumers
* dynamic and static libraries are mutually exclusive by STATIC option

Tested build with consumers on amd64 14.3-RELEASE:

emulators/pcsx2
graphics/sdl3_ttf
x11-toolkits/imgui

Also playtested with emulators/pcsx2.
