Patch for fmptools

* Remove autoreconf gettext-tools
Builds fine without (tested in Poudriere), not sure why these were added?
* Move XLSX_DESC and INSTALL_TARGET variables
* Handles OPTIONS in dirty environments
Make sure Autotools dont pick up unselected options (depdendencies)
