portlint: ok. 1 expected warning. NLS knob.
testport: ok. 14amd64.



In the past month upstream has placed their gitlab (and cgit however this
doesn't support snapshots) instance behind cloudflare DDOS check.  This makes
downloading via fetch/curl/etc. not possible.  To test locally find the
download URL via `make fetch-url-list` with a real browser and place in proper
dist locations.   We are already using LOCAL/meta we're just more dependent on
this now.  However, if needed I can find a possible alt. location to host the
dist file.
