Upgrading databases/apache-commons-dbutils upgrade to 1.8.1

- Switched jar installation to use ${PORTVERSION} for flexibility

- Replaced deprecated %%JAVAJARDIR%% with ${JAVAJARDIR} in PLIST_FILES

- Added myself as maintainer
