Update quiche to 0.24.2

This updates quiche to 0.24.2 with the following changes:
- update BoringSSL to e1d6cd95a
- force libc++ linking via BORING_BSSL_RUST_CPPLIB environment variable
- now requires git and llvm as a dependency
