Patch to update java/apache-commons-logging to 1.3.5

This patch fixes check-plist failures during poudriere testing caused by
leftover macOS ._* metadata files inside the apidocs directory.
A pre-install target is added to delete these hidden files before installation.

- poudriere testport ok (amd64, 14.0-RELEASE)

- check-plist passed cleanly
