Patch to update to 11.0.0

Version 10.0 is no longer supported; 11.0 is the current release.

Since forgejo updated the pam go module to version 2, and this no longer builds
on FreeBSD (I have not been able to figure out how to fix), I have also removed
support for PAM in the patch.
