Patch for snappy

* Import patches from Arch Linux to fix rtti and enable "make test" with
Googletest from tree
* Add localbase:ldflags for "make test"
* Bump C++ standard to 14

Compile and runtime tested on FreeBSD 14.2-RELEASE (amd64) (make, make
check-plist, make test)
