New port: textproc/py-mkdocs-exclude

I'm a maintainer of x11/wezterm port, and upstream wezterm now uses several
dependencies which are not available in the FreeBSD ports tree.

This is the one of the ports which are missing - I'm going to be its
maintainer.

The port itself is an MkDocs plugin that provides the possibility to exclude
files from the input using unix-style wildcards (globs) or regular expressions
(regexps).

Please take a look.
