[PATCH] */*: cleanup RUN_DEPENDS=BUILD_DEPENDS antipattern

Moved LIB_DEPENDS after BUILD_DEPENDS in this patch revision.

Could you point me to where this style guideline is, either in Porter's
Handbook or portlint? I couldn't find it when I looked.
