Update to 7.4

The attached patch updates security/openiked-portable to version 7.4.

I guess the port needs some fixing. It installs files (ikeca.cnf,
ikex509v3.cnf) into /usr/local/etc but ikectl is looking for them in /etc.

ikectl: fopen /etc/ssl/ikex509v3.cnf: No such file or directory.

Should keys and certificates be installed into /etc/ssl or /usr/local/etc/ssl?

But this also happens with the current (7.3) version.

I've only tested that the port compiles (main/amd64). I am still trying to
figure out how to setup/use openiked-portable on FreeBSD.
