To have both repository enabled, you could use the ABI variable for that.
For instance, I have something like this in my repository conf:

url      : https://pkg.mydomain/${ABI},

then on my webserver, I expose amd64 build inside the directory:
FreeBSD:14:amd64
and on i386 it is the directory:
FreeBSD:14:i386

This should also apply to local file based repository normally.
