Patch for fort

* Use upsteam release archive as recommended by Porter's Handbook
* Remove USES= autoreconf
* Remove USES= compiler:c11 , upstream defines c99
* Remove upstream's hardcoded optimization
* Remove GNU_CONFIGURE_MANPREFIX

Compile tested on FreeBSD 14.2-RELEASE (amd64) (make, make check-plist)

Poudriere testport OK 13.4-RELEASE (amd64)
Poudriere testport OK 13.4-RELEASE (i386)
Poudriere testport OK 14.2-RELEASE (amd64)
