After giving it some thought, I'm planning to mark it as 14+ only. I don't have
a 13.x system to build or test on, just 14 and 15. Given that ANDwatch is a new
port which didn't exist available when 13 was a current release, and 13 is now
classed as legacy, this seems reasonable.
