use Net::IDN::Encode ':all';

domain_to_unicode('xn--bienen-fr-tbingen-92bd.de');

fails with:

ld-elf.so.1:
/usr/local/lib/perl5/site_perl/mach/5.40/auto/Net/IDN/Punycode/Puny
code.so: Undefined symbol "uvuni_to_utf8_flags"

It looks like uvuni_to_utf8_flags was removed from perl since 5.38.
There's a patch with 149108.
