Patch for anope with mysql module

Hello,

Firstly, I'm sorry for the big delay. I had several serious health issues this
year.

This patch fixes anope runtime issues with localizing mysql libraries.
Also, pkg-descr was updated at the request of upstream.

QA tests passed.
Tested in runtime and build. Tested using poudriere jail on FreeBSD 14.1.
