git format-patch for rpm4

Hello,

Some users reported us that OpenMP may have some strange results on some
openstack infrastructure.

Disabling OpenMP fix the issue. 

So I have added config knob and flavor to permit the build of rpm4 without
openmp which is actively enabled per default.

Current configuration of the default flavors don't change, only "noopenmp"
flavor (or configuration knob) permit to add --disable-openmp on the port.

Syntax of Makefile tested with portclippy, build and test of this port has been
done using poudriere on 14.1-RELEASE
