A devd(8) re-implementation on the Rust programming language as part of the
R4FBSDk project at https://4neko.org/Rust4FreeBSDkm/index.html

Rdevd copies the behavior of devd(8) and it is fully compatible with the
devd(8) with some exceptions in runtime flags.
