net-im/py-matrix-synapse: Update to 1.118.0

This patch updates net-im/py-matrix-synapse from 1.116.0 to 1.118.0. I've also
adjusted the WWW reference thanks to a heads-up from lwhsu@. :)

The port builds fine, passes the testsuite (Ran 3814 tests in 133.204s, PASSED
(skips=175, successes=3639)) and has been rather well-behaved while in
operation on my server for the past few days.
