Patch to 24.1

Update to 24.1

Fixed: don't override user preference in unrar #251;
Fixed (Docker): unable to unpack rar files #256;
Fixed: possibility to use 0 for umask #264;
Fixed: fseeko not found #262;
Fixed: icons in webui in old browser versions #268.

Also corrected URL in Makefile as this logical continuation is nzbget.com, not
the now defunct nzbget.net

If maintainer is no longer interested in updating this port since the original
nzbget is defunct, I would be happy to take over maintainership. Last update
timed out.
