irc/anope-devel: new port

Anope upstream has two supported releases: stable (2.0.15) and development
(2.1.5). This patch adds the -devel port tracking the development version.

@Rafael please take a look, especially at the pkg-plist as there are quite a
lot of files conditionally included on OPTIONS.

I have tested the build and run it in my local server, it seems to work fine.
