Patch for libb64

Switch to Ștefan Talpalaru's fork which is merges Transmission's fork with a
few other external patches. This also removes ancient build dependencies, local
patching and introduces "make test"

Compile and runtime tested on FreeBSD 14.0-RELEASE (amd64) (make, make
check-plist, make test)

Poudriere testport OK 14.0-RELEASE (amd64)
Poudriere testport OK 13.2-RELEASE (amd64)

Tested with following consumers in 14.0-RELEASE (amd64) using Poudriere:
biology/biosig
net-p2p/transmission-components
