bmd-2.4.patch

I updated and released the new bmd version 2.4 to implement the requested
features.
Please take a look at the release note in the following URL.

Since this version, MANDIR has been changed to $(LOCALBASE)/share/man.
We no longer need to patch for MANDIR. I re-generated the rc.d/Makefile patch.
No functional change is intended for it.

The attached patch updates sysutils/bmd port.
Please apply to the Ports tree.
