git format-patch for py-pnu-vuxml new port

Hello,

This is a new port for my pnu-vuxml Python package, which in turn is needed by
my pnu-portstreelint Python package (see the "Port tree linter" discussion on
freebsd-ports ML).

In itself, py-pnu-vuxml could be of interest to all people interested in a more
user-friendly way to query the VuXML "database" of vulnerable ports...
