patch to uldate devel/tkcvs to 9.3.3

The patch attached to this pr(1) updates devel/tkcvs to 9.3.3

This (among other things) adds GIT support. This is the final
version of Tkcvs. Going forward, it will be necessary to move
to Tkrev.

CHANGES
change WWW -- let's not feed cyber squatters
add pkg-message, desktop file and desktop icon.
light changes to pkg-descr

That's about all worth mentioning.

P.S. I know this was a long time coming. But I was hit
head-on in a car accident. So was forced to deal with
