irc/znc-push: Update to 1.1.0-1-g23d8467

This patch updates the port to its latest version, fixing an issue where IRC
formatting codes were not stripped from pushed messages and updating the WWW
entry to point to its new upstream location.

We also fix an issue where `pkg-config` is now required but wasn't being found,
resulting in pkg-fallout being unhappy.
