Patch for libgpg-error

* Backport upstream commmit a59e902b887fd92337c9728f668cf9c89da3957a
* Remove GNU_CONFIGURE_MANPREFIX

Compile and runtime tested on FreeBSD 14.0-RELEASE (amd64) (make, make
check-plist, make test)

Mini-exp run on 13.2 (amd64) with libgcrypt 1.11.0 looks fine (dependency list
grabbed from https://www.freshports.org/security/libgpg-error/)
