Patch for libxml++

Add USES= compiler:c++17-lang
Add LICENSE_FILE
Fix install path of .pc file
Fixes build with libxml2 2.13.0
Some minor cosmetic changes to Makefile to improve readability

Compile and runtime tested on FreeBSD 14.0-RELEASE (amd64) (make, make
check-plist, make test)

Poudriere testport OK 13.2-RELEASE (amd64)
