Remove LLVM version restriction

There is no need to restrict LLVM version any more because upstream added
support for LLVM 16 with 37d5babb5cfa.

"min=11" is not necessary because LLVM 10 and earlier is no longer supported in
our ports tree since d5a66b30713d.
