Patch for cmake.mk

As USE_CSTD and USE_CXXSTD settings can conflict with CMAKE_C_STANDARD,
CMAKE_CXX_STANDARD and CMAKE_CXX_EXTENSIONS. Disallow usage and point users to
utilize CMake's native support.
