How to reproduce:
1. cd /usr/ports/lang/hs-futhark
2. make cabal-extract
3. make cabal-configure
4. make make-use-cabal > out

The last command fails:
```
$ make make-use-cabal > out
cabal2tuple: Parse error: Unexpected end-of-input, expecting JSON value
CallStack (from HasCallStack):

cabal2tuple-2.0.0.1-inplace:Cabal2Tuple
```

The 'out' file contains this string: USE_CABAL=        Did you forget to make
cabal-configure

This failure prevents updating this port.
