So my laptop apparently also has no problem with devel/jetbrains-clion
2023.3.2. This is only happening on one machine.

I nuked everything including ~/.config/JetBrains/CLion*, I've switched to their
new UI, I've switched back to the sane UI, I've started it from a CLI and went
through all the warnings etc. I've done many, many silly things driven by
desperation...

What ultimately helped was updating the IdeaVim plugin. Now the CMake panel is
working as expected.
I have no idea how this is related. Also, my other machines still had the "old"
IdeaVim plugin version on them and didn't experience any problems.

Unfortunately, I don't know what caused the problem nor what fixed it. But it's
working now :/
