It seems make_index doesn't know how to handle subpackages as dependencies, not
the origin part anyway.

make_index: /usr/ports/x11-servers/xwayland-devel: no entry for
/usr/ports/x11/libei~basu

Further, it seems /usr/libexec/make_index is preferred over running the Perl
script found in /usr/ports/Tools/make_index.

Spotted on main, stable/14, releng/14.0, stable/13, and releng/13.2.
