update to version 4.0.0

mpdecimal-4.0.0 has been released:

The attached PR updates the port.


The SOVERSION has been increased to 4. I'm not sure if the following line
in, e.g., lang/python11 is sufficient to trigger a rebuild of Python:


LIBMPDEC_LIB_DEPENDS=   libmpdec.so:math/mpdecimal
