Affects: poudriere-devel-3.4.99.20240105 (ports-mgmt/poudriere-devel)

After updating ports-mgmt/poudriere-devel to most recent version
3.4.99.20240105, poudriere is not starting anymore on builder jails (see
below).

Main host is running CURRENT (FreeBSD 15.0-CURRENT #23
main-n267336-09af4bf2c98: Mon Jan  1 20:07:52 CET 2024) with builder jails
(CURRENT is the same OS version as main host).

Both building environemnts fail to operate poudriere and drop the following
error:

jail: jail_set: Operation not permitted
[ERROR] Unhandled error!

and

[00:00:03] Starting jail 14-amd64-head-default
jail: jail_set: Operation not permitted
[ERROR] Unhandled error!
