Update to 0.30.0

Update gnustep-gui to 0.30.0.

patch-icu68 is no longer necessary (see
https://github.com/gnustep/libs-gui/commit/05572b2d01713f5caf07f334f17ab639be8a1cff)

Added patch-doc-makefile-headers to fix failing compilation due to missing
headers referenced in Source/DocMakefile.
