games/moonlight-embedded-devel: add new port

There is 2 patchs.
1 for add -devel version for games/moonlight-embedded.
2 for add CONFLICT flag for games/moonlight-embedded.
This port same as games/moonlight-embedded,but more features and fixs.
Features:
  1. native wayland support.
  2. can grab/ungrab input when using platform 'vaapi'.
  3. 'vaapi' hardware video acceleration for x11 and wayland.
  4. support windows precision touchpad when using platform 'vaapi'.
Fixs:
  1. the configuration file can now be read correctly.
  2. cursor lingering when using platform 'x11_vaapi'.
