Patch to add pg_store_plans to portstree

Hello,

i tried to create my first port, please have a look and if its ok, please add
it to the ports tree.

The port is pg_store_plans extension for Postgres.
I have testet it for some time my self and it seems to do the job. I also did a
manual test build like in the old days and it worked.
Please see attached patch.
