Patch for shapelib

* Switch from PORTVERSION to DISTVERSION
* Use GitHub as primary site and download.osgeo.org as backup
* Enable "make test"
* Import upstream PR 161

Compile and runtime tested on FreeBSD 14.1-RELEASE (amd64) (make, make
check-plist, make test)

Poudriere testport OK 13.3-RELEASE (amd64)
Poudriere testport OK 14.0-RELEASE (amd64)
Poudriere testport OK 14.1-RELEASE (amd64)

Tested with following users in tree with Poudriere (14.1-RELEASE):
comms/xastir
graphics/cloudcompare
graphics/gpsmanshp
science/gnudatalanguage
