jail or bulk command fails with either
=>> Error: /usr/local/share/poudriere/jail.sh:10136:ZPOOL variable is not set
or 
=>> Error: /usr/local/share/poudriere/bulk.sh:10136:ZPOOL variable is not set

This is caused by poudriere no longer looking in /usr/local/etc/poudriere.d/
for poudriere.conf, even though the man page for poudriere still mentions that
as a valid location for the configuration file.
