You cannot install samba419 and freeradius3 on the same host.

It's because of file 

/usr/local/lib/python3.11/site-packages/talloc.cpython-311.so

It's installed both by packet devel/talloc (dependency of freeradius3) and
net/samba419. Previously (i.e. net/samba416) didn't install talloc itself but
used devel/talloc

Looks like a bundling/dependency failure of samba419
