Example:

# pkg lock -l
Currently locked packages:
firefox-esr-115.13.0_1,1

# pkg unlock --all
7-zip-24.07: already unlocked

pkg unlock stops at the first package that is not locked in the database and
unlocks nothing.

# pkg lock -l
Currently locked packages:
firefox-esr-115.13.0_1,1
