patch for the snac package

This adds a new package `snac`, an ActivityPub server. Homepage is here:
https://codeberg.org/grunfink/snac2

This port is a service that runs as `snac`. It includes a new user and group
(nologin) and stores its data in a file structure. 

I took great care to make the UX for setting up the package as easy as
possible. Instructions are in the pkg-message.
